Hydrometeorological Research Institute

The Hydrometeorological Research Institute was established based on the Resolution of the President of the Republic of Uzbekistan No. PQ–171 dated May 31, 2023, as well as the resolution on organizing the activities of the “Central Asian University for Environmental and Climate Change Studies (Green University).”

The institute’s status, main objectives, functions, and organizational procedures are defined by these resolutions.

The institute is the only scientific research center in Uzbekistan conducting fundamental and applied research in the fields of meteorology, hydrology, glaciology, climate change, and environmental monitoring.

1. Applied Meteorology Department

1.1 Synoptic and Numerical Weather Forecasting Laboratory

Research Institute of Forestry (RIF)

The Institute was reorganized on the basis of the Republican Scientific and Production Center for Ornamental Horticulture and Forestry in accordance with Resolution No. PP-2966 of the President of the Republic of Uzbekistan dated 11 May 2017, “On the Organization of the Activities of the State Committee of the Republic of Uzbekistan for Forestry.”

In accordance with Resolution No. PQ-171 of the President of the Republic of Uzbekistan dated 31 May 2023, “On Measures for the Effective Organization of the Activities of the Ministry of Ecology, Environmental Protection and Climate Change,” the Research Institute of Forestry was reorganized as part of the Central Asian University for Environmental and Climate Change Studies (Green University).

Main Functions of the Institute:

The main functions of the Institute are as follows:

· to develop new varieties and forms of tree and shrub species adapted to the soil and climatic conditions of different regions, to introduce them into cultivation, to organize primary seed production, and to develop advanced forest protection technologies;

· to develop innovative methods for establishing green belts and protective shelterbelts on forest fund lands against dust and sandstorms, as well as to improve the survival rate of plantations under unfavorable climatic conditions;

· to create and introduce resource-saving forestry machinery and equipment for the mechanization and automation of afforestation activities;

· to develop sustainable technologies for the rapid propagation of rare forest plant species through biotechnology methods, to improve soil properties in forest areas, and to prevent land degradation.

The Institute currently includes 7 scientific laboratories, as well as 1 branch, 2 centers, and 6 scientific-experimental stations within its organizational structure.

· provision of scientific conclusions on the biological condition of cut ornamental trees;

· recommendations on the cultivation and maintenance of ornamental trees;

· provision of scientific conclusions on the condition of seeds, seedlings, and shrubs intended for afforestation;

· provision of scientific conclusions and recommendations on the sanitary condition of forests;

· provision of scientific conclusions and protection recommendations for the control of forest diseases and pests;

· recommendations on design and landscape development for the beautification of cities and districts;

· provision of scientific conclusions on the restoration of established forest plantations, shrubs, fruit and nut plantations, and old orchards;

· recommendations for grafting fruit and nut seedlings.

The Institute offers postgraduate education in the following specialty:

06.03.01 – Forest Crops, Selection, Seed Production and Urban Greening; Forest Agromelioration and Establishment of Protective Forest Plantations.

Within this specialty, the Institute admits:

· basic doctoral students (PhD),

· doctoral students (DSc),

· independent researchers,

· trainee researchers. 



Research Institute of Environmental and Nature Protection Technologies

Based on the Resolution of the President of the Republic of Uzbekistan No. PQ-76 dated December 30, 2021, “On measures to organize the activities of state bodies in the field of environmental protection and ecological control,” the Resolution of the Cabinet of Ministers No. 458 dated August 18, 2022, “On measures to further improve the activities of the Research Institute of Environmental Protection and Nature Conservation Technologies,” and the Resolution No. PQ-171 dated May 31, 2023, “On measures to organize the activities of the Central Asian University for Environmental and Climate Change Studies (Green University),” the status, main tasks, functions, and procedures for organizing the activities of the Institute have been defined.

The Research Institute conducts fundamental and applied research in the Republic in the field of ecology and environmental protection, including:

  • conducting scientific research in protected natural areas;
  • studying the current state of the environment;
  • assessing the impact of pollutants on biodiversity, including rare and endangered plant and animal species;
  • developing scientifically grounded proposals for land resource protection;
  • creating effective methods and technologies for preventing pollution of surface and groundwater, wastewater treatment and reuse;
  • studying atmospheric air conditions and the impact of pollutants on nature;
  • developing innovative methods and technologies to reduce air pollution;
  • developing technologies for waste processing and utilization;
  • promoting green economy through the implementation of “green” and resource-saving technologies;
  • developing proposals to mitigate the negative impacts of global climate change;
  • implementing ecosystem services and preparing regulatory documents in environmental protection;
  • training qualified scientific personnel;
  • strengthening cooperation between education, science, and industry;
  • establishing international partnerships and conducting research based on grants;
  • developing programs aimed at reducing environmental risks and solving ecological problems.

The Institute serves as a base scientific organization and a key executor of state-funded projects, providing methodological, consultative, and practical assistance to responsible organizations and institutions in the environmental sector.

Efforts have been made to increase the effectiveness and number of scientific projects, with particular attention to:

  • environmental monitoring,
  • assessment of pollutant impacts,
  • land and water resource protection,
  • wastewater treatment.

The Institute consists of 3 departments and 5 scientific laboratories, each operating in different areas.

Main Research Areas

1. Department of Green Growth and Climate Change

This department conducts research on sustainable development, green growth, and climate change issues.

2. Department of Environmental Education and Awareness

This department focuses on increasing public awareness and knowledge in environmental protection.

3. Department of Ecosystem Services and Regulatory Development

This department evaluates ecosystem services and develops environmental regulations.

4. Biodiversity Conservation Laboratory

Conducts research on biodiversity and endangered species.

5. Atmospheric Air Protection Laboratory

Focuses on air quality and pollution analysis.

6. Water Resource Protection Laboratory

Conducts research on water protection and wastewater treatment.

The Institute publishes the scientific journal “Ecology Bulletin” (Certificate No. 0515, ISSN: 1010-703X).

  • developing pollution control technologies;
  • protecting air, soil, and water;
  • promoting environmentally friendly production for future generations.
